Gabriel Turmel is a doctoral candidate in the Department of Political Science at the Université du Québec à Montréal (UQAM). He is particularly interested in security policies and planification. His research focuses on the adoption of different forms of capability-based planning (CBP) in the security and defence infrastructure of Western states, particularly in the United States and France.

He currently works as a senior advisor in the Government of Canada’s national security and emergency management community, as well as in military intelligence and human resources within the Canadian Armed Forces. In 2023 and 2024 respectively, he also received the Public Safety Creativity and Innovation Award and the Public Safety Excellence Award.

Before joining the doctoral program in January 2022, Gabriel completed a bachelor’s degree in history at Université Laval in 2017, a master’s degree in international studies – major in international security – at the École supérieure d&#39;études internationales (ESEI) in 2020 and a micro-graduate program in public administration at the École nationale d’administration publique (ENAP) in 2021. During his master’s degree, he was interested in the Canadian security and economic considerations in signing the free-trade agreement with Colombia. He received multiple excellence scholarships from the Centre d’études pluridisciplinaires en commerce et investissement internationaux (CEPCI) as financial support for his master’s degree.
