Igor Delanoë is the deputy director of the Franco-Russian Observatory (CCI France Russie) and holds a Ph.D. in history from the University of Côte d’Azur (Nice). His expertise focuses on Russian geopolitics, Russia’s presence and interests in the Black Sea, the Mediterranean, the Middle East, and Africa, and on Russian security and defense issues, particularly the navy. In 2013, he completed a postdoctoral fellowship at the John F. Kennedy School of Government (Harvard University) as part of the National Security Program. He is a research associate at IRIS (Paris), La Vigie (Paris), the Middle East Institute Switzerland (MEIS) (Geneva), the Center for Modern and Contemporary Mediterranean Studies (CMMC), and the Laboratory of International and European Law (LADIE) at the Université Côte d’Azur. He is a member of the Strategic Analysis Network (RAS, Canada) and the French BRICS Observatory (OFB). He has served as a consultant for the French Ministries of Foreign Affairs and the Armed Forces, for the Center for Humanitarian Dialogue (Geneva), and has worked with the Geneva Center for Security Sector Governance (DCAF). He has been a lecturer at the NATO Defense College (Rome) and the École de Guerre (Paris). He teaches Russian defense policy at IRIS Sup’ (Paris) and economic diplomacy at Sciences Po Paris and ICES (La Roche-sur-Yon). He serves as an expert for the Apm network (France).
