# Panel 1 (September 25): Capacity Building at Day Zero

> Over the past decade, capacity-building became a mainstay of international conflict management. But then COVID-19 arrived, disrupting capacity-building around the world. In this workshop series, we explore the consequences and the way forward. This first workshop will review the central issues in the field of capacity-building as they stood prior to the onset of the COVID-19 pandemic. What had been achieved? What worked? What criticisms or failings remained unaddressed? We will also evaluate how COVID-19 may affect these issues or leave them unaffected, and what new issues the pandemic may or may not raise. Is this a new world or do the key questions remain the same?
