Maxandre Fortier is a Foreign Service Officer with Global Affairs Canada, where he works in the Israel, West Bank and Gaza Division. He completed his master’s degree in international relations at the Université du Québec à Montréal (UQAM) under the supervision of Justin Massie. His research, funded by SSHRC and FRQSC, focused on how American allies – mainly Canada and Australia – perceive the decline of the United States and the rise of China, and the strategies they are putting in place to cope with this transformation. His policy briefs on the UK’s Integrated Review and Taiwan’s loss of diplomatic allies won him 1st prize in the Strategic Analysis Network’s Best Student Publication competition in 2021 and 2022.
In addition to his work with the Strategic Analysis Network, Maxandre has collaborated with the Centre d’études sur l’intégration et la mondialisation (CEIM) and the Centre de recherche interdisciplinaire sur la diversité et la démocratie (CRIDAQ), as well as the Vice-Décanat à la recherche at UQAM’s École des sciences de la gestion (ESG).
