Pauline Baudu

Pauline Baudu is a senior researcher at Arctic360 (Toronto), a non-resident fellow at the Center for Climate and Security of the Council on Strategic Risks (Washington, D.C.), and a partner at Arctic Security Consultants (Ottawa).

Her research focuses on the convergence of climate change, geopolitics, and security—particularly in the European and North American Arctic—and on NATO’s role in addressing these challenges. She is also interested in the intersection of climate change and hybrid tactics, as well as climate-related migration.

Pauline participated in the consultation process to inform the creation of the NATO Center of Excellence on Climate Change and Security (CCASCOE) and is a member of NATO’s Research Task Group on the Security Implications of Climate Change. She is also a member of the 2023 cohort of the Newport Arctic Scholars Initiative (NASI), organized by the U.S. Naval War College to study integrated naval deterrence in the Arctic. Previously, she worked as a research assistant for the Polar Institute and the Environmental Change and Security Program at the Wilson Center. Her research examining possible paradigms for NATO’s engagement in the High North was recognized at the CDA Institute’s 2022 Graduate Conference.

In addition, Pauline works at the National Court of Asylum (CNDA) in Paris, where she provides legal and country-risk expertise. She previously worked at the Office of the United Nations High Commissioner for Human Rights in Geneva and with various civil society organizations on issues related to migrants’ rights and non-discrimination.

She holds a degree in Defense, Security, and Crisis Management from the Institute of International and Strategic Relations (IRIS Sup’), a master’s degree in Crisis Analysis and Humanitarian Action from the University of Savoie-Mont-Blanc, and a bachelor’s degree in Applied Foreign Languages from the University of Tours.
