Introduction
In just a few years, the Arctic has transformed from a preserved ‘exceptional space’ on the margins of global rivalries into an area of strategic competition. The acceleration of ice melt and the sometimes-misleading hope of new sea routes or untapped resources have revived interest in this region. But it is Russia’s remilitarisation, coupled with China’s growing assertiveness, that has forced NATO to reintegrate the Far North into its deterrence posture.
For Ottawa, the Arctic remains the pillar of national sovereignty in the face of hybrid threats and territorial claims by competitors; for Paris, a non-coastal but committed player, it is a laboratory for military projection, scientific cooperation, and the defence of lines of communication. The Alliance, for its part, is rethinking its doctrines: the Arctic is no longer a mere secondary front but a theatre where climate challenges, conventional threats, cyberattacks and sabotage of critical infrastructure intertwine.
This strategic note analyses, through a focus on NATO, Canada and France, the drivers, and limitations of Arctic deterrence strategies in response to Russia. The first step is to understand why the Arctic has become a crucial geosecurity space for the Alliance, identify the perceived threats and the actors responsible, and then question NATO’s ability to establish a functional and legitimate deterrent in the region. Finally, recommendations will be made to strengthen Franco-Canadian cooperation for the benefit of collective security and stability in the Far North.
Why is the Arctic an important area of geosecurity for NATO?
The Arctic is now emerging as a major area of geosecurity for NATO, catalysing a profound transformation of the international strategic balance. Long relegated to the periphery, the region is experiencing unprecedented, renewed interest, stimulated by climate change, which is opening up potential new economic opportunities (hydrocarbons, minerals, maritime routes), and by rising geopolitical tensions, particularly since the large-scale war between Russia and Ukraine in 2022.
Although these possibilities should not be exaggerated due to the many constraints that remain over time, the accelerated melting of the ice cap and the predicted disappearance of summer ice by 2030 are upsetting the balance and gradually transforming the Arctic into a theatre of strategic competition between regional and extra-regional powers. However, although initially pushed by certain coastal countries (Canada among others) to remain doctrinally reserved with regard to the Arctic, NATO has increasingly seen this area become one of its central concerns, as evidenced by the enlargement of the Alliance to Finland and Sweden in 2023, the increase in joint exercises (Cold Response) and the reaffirmation of the importance of the Arctic flank in the 2022 strategic concept.
For Canada, the Arctic is the vital foundation of national ambition and an area where sovereignty must be reaffirmed in the face of rising hybrid threats, Russian territorial claims, and Sino-American competition. Ottawa has long adopted a cautious stance, without pushing NATO to take part in regional security, favouring the economic and social development of the Far North, particularly through investment in infrastructure, while drawing on Indigenous knowledge to assert a federal presence that remains relatively limited today.
However, the growing militarisation of the region, the modernisation of NORAD and the increase in multilateral exercises reflect a gradual awareness of the need to strengthen the Alliance’s northern flank. Canada’s efforts culminated in the publication in April 2024 of the “Our North, Strong and Free” strategy, symbolised by the delivery of new offshore and Arctic patrol vessels, the renewal of the submarine fleet, the modernisation of surveillance capabilities (NORAD) and a particular focus on the Rangers, although challenges in terms of capabilities and sovereignty remain, particularly in the face of American activism on the issue of the Northwest Passage. This awareness of the need for defensive reinforcement is, however, part of a broader integrated strategy. The port of Churchill, now recognised as a project of national interest and endowed with $175 million in federal funding, illustrates this convergence: it simultaneously meets defence objectives (military logistics, surveillance of the NWP) and economic autonomy objectives (export of critical minerals, resilience in the face of trade tensions). Maintained under local control via the Arctic Gateway Group, it also prevents foreign interference and consolidates Canadian sovereignty in the Arctic.
Although France does not border the Arctic, it has established itself as a respected and committed player in the region. The Arctic is strategically important for French energy security, as 60% of imported gas and 15% of imported oil come from the region, mainly from Norway and Russia. It also has a responsibility to protect its citizens who depend on polar tourism, creating a need to master search and rescue in polar environments. The French Armed Forces are therefore the only French entity with the capacity to intervene in the Arctic, contributing de facto to the military approach to this region.
France is therefore focusing its position on freedom of navigation, securing maritime routes, and protecting critical infrastructure, while promoting a European vision of sovereignty and defence. The recent French Defence Strategy for the Arctic (2025) confirms this approach around three axes: positioning, cooperation, and capabilities. Firstly, it seeks to consolidate its legitimacy through interministerial coordination and active participation in Arctic forums, while collecting intelligence and environmental data to support nuclear deterrence.
Secondly, it aims to deepen its bilateral partnerships with Arctic countries and its ties with the European Union through joint exercises and increased interoperability. Finally, it is developing and adapting equipment (extreme weather gear, high-latitude satellites, relay stations) to operate effectively in this hostile environment, in order to preserve its freedom of action and secure the energy and mining supplies essential to France and Europe.
For NATO as a whole, the Arctic has once again become a strategic competition front since 2022 (first explicit mention of the Arctic in doctrine) in the face of Russia, whose regional remilitarisation and Bastion strategy constitute a multidimensional challenge. The Alliance must deal with the need for deterrence and collective defence, reinforced by the integration of all the Nordic countries, while adapting its operational capabilities to an extreme environment.
The increase in joint exercises (notably through the largest Arctic exercises since the Cold War over the past three years), technological innovation (icebreakers, drones, extreme cold weather equipment) and the rise of Joint Forces Command Norfolk illustrate the rise of allied cooperation in the region. On this last point, JFC Norfolk, established in 2019 in direct response to Russia’s resurgence in the transatlantic space, represents a fundamental reorganisation of NATO’s command architecture in the northern regions. Based in Virginia, this US joint command now has operational responsibility for all allied forces in the North Atlantic and Arctic, including coordination of Norwegian, Canadian, British, and other NATO partners’ forces. Although recently established, it has proven to be strategically relevant: geopolitical events since 2019 — Russia’s rise in power, tensions in the Barents Sea, increased submarine operations — have validated this unified command architecture and reinforced its role as the central pivot of Allied deterrence in the Arctic and North Atlantic areas.
The Arctic is also becoming a testing ground for new hybrid threats (sabotage, cyberattacks, disinformation), requiring increased vigilance and a concerted response. Finally, the multipolarisation of the region, marked by the assertiveness of China and the BRICS countries, is complicating governance, and accentuating the need for a unified NATO stance in the face of fragmented cooperation frameworks.
What threats does NATO perceive/is concerned about in the Arctic, and who are the responsible actors?
The Arctic is now a major security concern for NATO, at the crossroads of unprecedented strategic, technological, and environmental dynamics. The region, long perceived as a sanctuary for cooperation by the coastal states in line with Mikhail Gorbachev’s 1987 Murmansk speech, is now experiencing increased tensions, catalysed by Russian remilitarisation, China’s gradual assertiveness and the rise of hybrid threats. Faced with these developments, the Atlantic Alliance has identified several types of threats that are disrupting the regional balance and calling for an adaptation of its doctrines and capabilities.
The first threat perceived by NATO in the Arctic is military in nature and lies in Russia’s strategy of remilitarisation along its northern coastline. For more than a decade, Moscow has been systematically modernising its Cold War-era infrastructure, rehabilitating bases, ports, and airfields, and equipping the region with advanced projection and defence capabilities. The Russian Northern Fleet now concentrates the majority of the country’s strategic nuclear submarines, supported by S-400 air defence systems, specialised brigades, and a unique fleet of nuclear-powered icebreakers.
This posture aims to guarantee Russian sovereignty, protect its nuclear deterrent vectors, and secure new economic corridors, notably the Northern Sea Route. However, it is accompanied by a radicalisation of official rhetoric, which explicitly identifies NATO as the main threat, and an increase in large-scale military exercises in the region, sometimes involving extra-regional partners. This dynamic is worrying for the Alliance, which sees Russia’s Bastion strategy and its ability to disrupt transatlantic lines of communication as a direct strategic challenge to freedom of navigation and collective security.
The second source of concern for NATO is the rise of hybrid threats and the growing vulnerability of critical infrastructure in the Arctic. Sabotage targeting the Nord Stream gas pipelines in the Baltic Sea, potential attacks on submarine cables, energy networks and surveillance devices illustrate the ability of hostile actors to exploit the vulnerabilities of an extreme and difficult-to-control environment.
Russia, in particular, is developing capabilities in electronic warfare, GPS jamming and underwater sabotage, while conducting demonstrations of technological strength, such as the simultaneous emergence of nuclear submarines from under the ice. There also remains the risk of unintended incidents during joint military exercises, which could escalate into a major crisis in a context of heightened mistrust.
China, although not an Arctic coastal state, represents an emerging threat that is attracting increasing attention from NATO. Beijing is gradually asserting itself as a strategic player in the region, increasing investment in infrastructure, natural resources, and maritime routes, while developing a fleet of icebreakers and satellite surveillance capabilities adapted to high latitudes. This issue is particularly serious precisely because Arctic communities have historically suffered from structural neglect by their national governments: housing shortages in Nunavut, inadequate federal support in Alaska, underdeveloped infrastructure in Greenland. China’s strategy takes advantage of these shortcomings by offering massive resources — $90 billion in Arctic projects between 2014 and 2024 — where the West remains absent. This approach creates an asymmetrical power vacuum: Chinese investments in soft power (scientific stations, civilian presence) precede lasting geopolitical influence, making Arctic communities increasingly dependent on a development architecture controlled by Beijing (as was the case nationally in Iceland following the 2008 financial crisis). Beyond soft power, these investments conceal dual ambitions: scientific stations collect sensitive oceanographic data, while port projects along the Northern Sea Route provide anchor points for future naval operations. However, Western opposition in this area remains reactive and fragmented.
Officially, China presents itself as a ‘near-Arctic state’ and favours a scientific and economic approach. However, the duality of its resources, the development of polar drones and its participation in joint exercises with Russia suggest a desire for military projection in the medium term. Western intelligence services warn of the possibility that China may seek to develop operational capabilities in the Arctic, particularly in the areas of surveillance, cyberattacks and sabotage of critical infrastructure. Sino-Russian cooperation, already evident in the energy and logistics sectors, could eventually lead to increased coordination in the military sphere, putting further pressure on the Alliance’s northern flank.
Finally, NATO may be concerned about the increasing complexity of regional governance, marked by the rise of extra-regional actors (BRICS) and the fragmentation of traditional cooperation frameworks. The end of ‘Arctic exceptionalism’, accelerated by the invasion of Ukraine, has led to increased polarisation between a ‘NATO Arctic’ and a ‘Russian Arctic’, with each side seeking to strengthen its positions and attract new partners. This multipolarisation increases the risk of deregulation, competition and conflicts of interest on maritime routes and in exclusive economic zones (e.g., continental shelves).
The Alliance must therefore deal with a range of threats, from sabotage and disinformation to force projection and technological warfare, in an area where military superiority cannot be reduced to physical presence alone.
Has NATO succeeded in establishing a functional and legitimate deterrence strategy in the Arctic?
As the Arctic witnesses heightened geostrategic competition, NATO finds itself at a critical crossroads. While Russia fortifies its Northern Fleet with nuclear submarines, upgraded bases, and forward operational deployments, NATO’s response remains disjointed and underpowered.
The Alliance’s lack of a unified Arctic deterrence strategy leaves its collective posture fragmented. Currently, the force capacity of NATO consists of a collection of national strategies rather than a credible shield across the polar region. This fragmentation stems from an absence of a coherent vision. Countries like Canada, Norway, and the United States conduct Arctic-focused exercises and develop national plans.
The assertion that the Canadian Arctic, the North Atlantic, and the European Arctic are strategically irrelevant because the climate and weather would render military operations self-defeating is misleading. Harsh environmental conditions do not eliminate military utility; they shape how force is employed. While Russia may not have an incentive to mount a large-scale ground invasion across the High Arctic, NATO should anticipant how conventional assaults can transform into limited, unconventional activity – operations designed to reduce NATO’s effective force posture by degrading readiness, dispersing assets, and drawing scarce forces into sustained Arctic commitments. In this context, weather is not a shield against conflict, but a tool that amplifies the impact of disruption and delay.
Russia’s objective would not be to “invade through the north,” but to exploit the region as a permissive environment for low-intensity, unconventional actions that create temporary lodgements, impose response costs, and disrupt critical enablers. These include the covert positioning of dual-use forces, interference with air and maritime surveillance, cyber and space-enabled attacks on Arctic command-and-control nodes, and sabotage of ports, airfields, fuel depots, and undersea infrastructure that support transatlantic reinforcement. Even limited success in these domains could delay force generation and remove key forward-deployable assets from the European theatre at a decisive moment.
Dismissing these risks because a traditional invasion would fail is therefore a category error. The Arctic’s strategic value lies not in its suitability for conquest, but in its vulnerability to ambiguity and disruption. Yet NATO lacks an integrated doctrine to counter such actions. The 2022 Strategic Concept acknowledges the region’s importance but offers no clear framework for preventing localized, low-visibility operations from producing disproportionate strategic effects—effects that would be felt not in the Arctic itself, but on NATO’s eastern flank.
A modern Arctic defence posture must address threats along the full conflict continuum – from unconventional hybrid tactics and low-intensity grey-zone actions to high-intensity, conventional warfare. Russia’s military buildup presents a tangible conventional threat, yet NATO’s readiness for unconventional challenges is especially weak. Cyber attacks on Arctic infrastructure, unflagged maritime activity, sabotage or lodgement operations, and other sub-threshold tactics will unfold in a conflict within the Arctic.
As such, NATO must recognize that the Arctic is not only a combat space for legacy defence systems, platforms, or assets, but also for civilian-flagged vessels, fishing fleets, private military contractors like the Wagner Group, unmanned drones operated by artificial intelligence, and unmarked or covert Russian special forces.
NATO countries must procure emerging technologies and weapon systems to maintain genuine lethality, mobility, and survivability. The Alliance must also find ways to limit procurement ambitions that outpace tactical value. Too often, alliances fall prey to procurement cascades, chasing hypersonics, autonomous platforms, and legacy systems, which, at the end of the day,can result in NATO becoming a hollow force.
In the Arctic, where mobility and survivability often determine mission success, it is neither necessary nor efficient to invest heavily in exotic new platforms. Rather, NATO should refocus on shoring up and upgrading existing assets – ice-capable ships, and land vehicles for extreme cold, ensuring compatibility across allied forces, and reinforcing Arctic-based logistics. That kind of targeted investment – forward fuel depots, winterized airlift, and interoperable equipment – is far more tactically relevant and budget-friendly than speculative research and development.
A critical component for where NATO must move towards enhancing its credible deterrence is domain awareness. The Arctic’s vast geography and harsh weather restrict surveillance, making it easy for aggressive actors to escape detection. NATO’s current watch is fragmented, relying on national sensors scattered across allied territories. Instead, the Alliance needs an integrated Arctic surveillance network – satellites, long-range UAVs, maritime acoustic sensors, and a centralized intelligence fusion centre. These capabilities would provide a real-time, Alliance-wide operational picture capable of spotting and reacting to provocations before they escalate.
Finally, cold-weather combat resilience must be institutionalized. In particular, weapon systems, communications gear, and navigation aids all need Arctic-hardened standardization. These investments will not only raise combat readiness but also shape deterrence credibility.
A new Arctic defence concept within NATO would signal that the Alliance views the High North as integral to its core defence responsibilities. That such a concept has not yet emerged reflects historical assumptions and political priorities more than a lack of strategic logic. For much of the post–Cold War period, the Arctic was treated as a region where cooperation could be maintained through bodies like the Arctic Council rather than framed as a core theatre of collective defence – a legacy of benign strategic assumptions that de-emphasized military planning in favour of multilateral diplomacy.
Additionally, NATO’s focus for decades was squarely on collective defence in Central and Eastern Europe, leaving less bandwidth for doctrinal development specific to the High North. With the accession of Finland and Sweden, seven of the eight Arctic states now belong to NATO, fundamentally altering the strategic map and creating both an impetus and an opportunity for more formalised defence planning
Today, Arctic defence initiatives are growing within NATO – such as command restructuring to strengthen northern posture and joint exercises – but they remain fragmented across national programmes. As such NATO require more ingrained and interconnected operational lines of effort to build a coherent Alliance-level Arctic concept to unite into a synchronized deterrence and defence framework that reflects the region’s rising strategic weight.
If NATO delays, it risks a future in which Russia and other actors interpret Arctic opacity as permissiveness, where sub-threshold provocations or even conventional aggression become pragmatically feasible. To embrace such a strategy, NATO requires leadership and determination to signal how best to advance domain awareness, thereby closing existing and emerging commitment-capability gaps across the alliance’s northern flank – this is where Canada and France must come together and forge a northern bond.
Recommendations
The following recommendations build on the strengths of the Canadian and French Armed Forces, creating a foundation for stronger domain awareness, faster response times, and greater resilience in cold-weather operations. By combining Canada’s ice-capable vessels and Arctic expertise with France’s advanced maritime technologies and renowned force capacity, the partnership would deliver a persistent and capable presence in the High North – one better suited to meet the challenges of an evolving security environment.
A Canadian–French Coast Guard Collaboration Agreement
As the Arctic’s geopolitical tensions rise, Canada and France have an opportunity to strengthen bilateral Arctic cooperation through a formal Canadian–French Coast Guard Collaboration Agreement. Under the proposed agreement, French naval or coast guard officers would serve aboard Canadian polar and Arctic offshore patrol icebreakers, contributing to sovereignty patrols, SAR operations, and law enforcement missions.
With Arctic expertise that prioritizes presence, surveillance, and operational support in the Arctic, Canada is the ideal partner for France in reinforcing Arctic situational awareness and seeking stronger bilateral and multilateral partnerships, as highlighted in Paris’ Arctic Defence Strategy.
Moreover, by building up more enhanced operational readiness, domain awareness, and cold-weather interoperability, the partnership can strengthen a “deterrence by denial” posture, ensuring continuous, technologically advanced monitoring of Arctic waters and signaling to potential adversaries that the region is under persistent allied surveillance.
Canadian–French co-manning and co-funding efforts can also offer a more ingrained strategic and cost-effective approach to Arctic deterrence without requiring extensive new investment. In particular, by combining Canada’s ice-capable vessels with French personnel, the partnership could significantly improve situational awareness and operational efficiency, which are essential to deter threats, uphold Arctic security, and manage the region’s complex operational challenges.
Canada-France Arctic Maritime Technology Pact
In creating an Arctic Maritime Technology Pact, Canada and France would take a significant step forward in Arctic security by reshaping how both nations approach maritime domain awareness and safety in the increasingly contested northern waters. This collaboration is about much more than sharing technology; it is about building an interoperable, resilient, and forward-looking capability that addresses the unique challenges of Arctic operations.
At its core, the pact would fast-track a joint technology strategy focused on advancing key areas such as cybersecurity, artificial intelligence, quantum technologies, autonomous systems, and information-sharing networks. These capabilities are crucial to overcoming the geographic vastness and complexity of the Arctic, where legacy defence systems and security structures differ, and traditional maritime safety operations face significant hurdles. By aligning their efforts, Canada and France can break down barriers that have long hindered effective coordination, improving response times and operational efficiency.
One of the most pressing challenges the pact would seek to address is the threat posed by so-called “dark fleets.” These aging, unregulated vessels operate outside the bounds of international maritime standards, often evading insurance and regulations. Their activities range from risky ship-to-ship transfers to covert reconnaissance and even sabotage – actions that jeopardize Arctic maritime safety and environmental security. Recognizing these vessels as potential adversaries, the pact emphasizes the need for enhanced detection and tracking capabilities, ensuring Canada and France can respond swiftly and decisively.
French defence technology brings a wealth of innovation to the table, particularly in unmanned maritime platforms. Autonomous underwater vehicles capable of deep-sea surveillance could greatly expand Canada’s reach beneath Arctic waters, where monitoring submarines and undersea infrastructure is critical. Likewise, unmanned aerial and surface vehicles extend the eyes and ears of security and defence forces without the need for constant crewed presence, offering persistent coverage over vast and challenging environments.
Navigating the Arctic’s shifting ice and treacherous waters requires sophisticated tools. France’s advances in navigation and satellite-based mapping provide critical support for safer, more efficient vessel movement. Integrating these technologies will enhance Canada’s ability to operate confidently throughout its northern approaches.
Beyond hardware, the pact will stress interoperability – the ability to seamlessly share and analyze data in real time through the procurement of innovative platforms like hybrid air vehicles, high-altitude surveillance balloons, and autonomous surface and underwater vehicles, all interconnected through advanced artificial intelligence and communication networks. These tools will multiply the effectiveness of joint operations, whether for search and rescue, law enforcement, escort missions, or anti-access/area denial strategies.
Importantly, this partnership would not exist in isolation. By linking civilian and military sectors and feeding real-time data into coordinated command-and-control frameworks, Canada and France can build a comprehensive and dynamic Arctic maritime safety network. Such integration is essential for responding to emerging threats arriving from Russian revanchism.
In a world where Arctic geopolitics is intensifying, a Canadian-French Arctic Maritime Technology Pact can offer a clear path to securing the north – combining operational experience with cutting-edge innovation. In a strategic move that not only enhances the safety and security of Arctic waters, the pact can also signal a shared commitment to safeguarding sovereignty and stability in one of the planet’s most challenging environments.
Canada-France Arctic Spaceport
The establishment of a Canada–France spaceport is a strategic necessity to strengthen joint and NATO defence capabilities against the growing security challenges in the Arctic, particularly those arising from Russian belligerence. France’s own Arctic Defence Strategy makes clear that Paris views capability development in the Arctic space domain – including satellites tailored for high latitudes and associated terrestrial relay infrastructure – as a priority for monitoring, intelligence, and security operations in the High North. The French strategy calls for investment in space assets adapted to the region, and for bilateral and NATO cooperation to strengthen surveillance and interoperability.
While France does not have its own northern territory, it does seek a sustained operational presence in the region as part of its broader role within NATO and the Euro-Atlantic security architecture. Paris has increasingly committed to Arctic defence engagement – deploying forces to high-latitude environments and participating in joint exercises with Nordic allies. This reflects a genuine constituency within France for capabilities that enhance situational awareness and deterrence in the High North.
Canada’s current limitations for Arctic satellite deployments poses a significant geopolitical risk to its national security. A shared Canada–France spaceport would provide a sovereign and reliable platform to deploy the kind of advanced, high-latitude surveillance satellites that both countries’ strategies recognize as essential for Arctic awareness, resilience, and deterrence – aligning national interests with NATO’s collective security needs.
Space-based assets launched from this joint facility would significantly enhance the ability to monitor illegal, unreported, and unregulated (IUU) activities across the vast and remote Arctic maritime domain. Traditional monitoring methods are often insufficient in the region, allowing adversaries to exploit jurisdictional gaps and evade detection. Persistent, high-resolution satellite imagery combined with real-time data links would enable timely identification and interdiction of illicit vessels and activities, strengthening maritime governance and enforcement.
Additionally, critical Arctic infrastructure, particularly subsea communication cables and energy installations, will face an increasing threat of sabotage as the region grows and becomes more commercialized. In facilitating the deployment of specialized satellites equipped with advanced sensors capable of detecting underwater disturbances or unauthorized presence near these sensitive sites, a joint spaceport will provide Paris and Ottawa with the capability to provide early warnings and enable rapid responses to neutralize threats before damage occurs.
In addition to bolstering surveillance, the spaceport collaboration would help avoid redundant and fragmented defence initiatives. Currently, uncoordinated and overlapping programs risk wasting resources and creating capability gaps. By consolidating satellite launch capabilities and harmonizing strategic priorities, Canada and France can optimize investments and foster interoperability, ensuring a more coherent and effective Arctic defence posture.
Moreover, a Canada–France spaceport located in Nunavut would offer operational advantages that lower-latitude sites cannot match for Arctic security missions. The example of Andøya Spaceport in northern Norway demonstrates why high latitudes matter – its location above the Arctic Circle allows efficient access to polar and sun-synchronous orbits, essential for persistent Arctic surveillance and rapid tasking of satellites. Launching from mid-latitude sites like Nova Scotia, Canada, or equatorial sites such as French Guiana, requires additional orbital adjustments that increase cost, delay response times, and reduce operational flexibility – disadvantages for missions focused on the High North.
Nunavut’s northern position offers similarly direct access to high-inclination orbits critical for Arctic domain awareness. Its remote location would also face fewer air-traffic and safety constraints, similar to Andøya, and could attract shared investment and use by Canada, France, and other NATO partners.
